The CAPADIRE program
Managing a disaster requires first an intelligent distribution of the responsibilities in the field, which implies finding the right people to do the job in a very short time.
Yet there are other factors specific to crisis management that need to be taken into account. First, it is necessary to recruit/redeploy ‘en masse’, though the majority of the staff are nationals with little or no experience of disaster response work. Besides, there is little or no time to train new incumbents.
Our action thus aims at reinforcing local capacity. Enabling populations to carry out their activities appropriately, while feeling supported and confident, and, in a long-term perspective, to build a sustainable local capacity.
An innovative approach :
An innovative approach is required to respond to the capacity building needs in the context of disaster response. This implies an inter-agency move, to join their expertise and strength, training and technical support/counsel.
The first phase of the CAPADIRE program consists in anticipating the requests of the different agencies with a panel of training programs matching their needs, through short, competency-based training sessions in the field: logistics, fleet management and vehicle security management, both for national staff for expatriate staff, telecommunication…
The second phase will begin shortly. It consists in the reinforcement of new sectors, such as Shelter and WASH activities. If other needs are identified, such as administrative and financial management, CAPADIRE will provide a dedicated offer.
